Hold Shift key to apply Smooth brush.

Smooth brush doesn't work well on a high poly model.

Use Smooth Stronger bursh for the high poly model.

This is how to get Smooth Stronger brush.
Click LightBox > Brush


5. 　　

Double click Smooth folder.


6.　　

Double click Smooth Stronger.


7.　

Click OK.


8.　　

Now you have two types of smooth brush.
Use Smooth Stronger for high poly models.
